Prior to the study of industrial clusters were more concentrated on advantages of clusters, such as the evolution of performance and technological innovation. But it didn’t realize risks of clusters. In the economic crisis, some industrial clusters began to decline and fall. Fortunately, some scholars have started to explore the risks of industrial clusters, however, the research is not systematic or comprehensive, and lack of empirical analysis and appropriate countermeasures.In this paper, I make a risk-oriented analysis of industrial clusters in Fujian Province by combining theoretical analysis with empirical analysis, point out that clusters’ structures affect the inherent risks, and provide clusters to avoid the risk from the perspective of clusters’structures. According to structure degree, homogeneity and exclusiveness, industrial clusters are divided into market-based cluster, axle-based cluster and hybrid network-based cluster. In the SCP analytical framework, I arrive at the conclusion that different structures determine different risks. Take Jinjiang Capital of Footwear, Fujian Sunner Development CO. LTD and Fuzhou Software Park for example, industrial clusters in Fujian exist risks:market-based cluster have consistent corporate strategy, weak technological innovation and insufficient effective demand; axle-based cluster have serious assets-specificity and path-dependence with absence of information exchange; hybrid network-based cluster short cluster chain and are apt to Innovation Inertia. How to avoid them: as a whole, we improve the clusters’structure; from specific measures, on the one hand, the Government should formulate scientific cluster policies, on the other hand, the clusters should establish an information platform, design the modular of the clusters, implement the cluster system through innovative technical advances.
