This article defines superior mineral resources and the notion of superior mineral resources asessing after it researches mineral resourses and related theories home and abroard. After field research, it masters the exploration and unilization situation of mineral resources in Corps. With the application of multi-criteria decision mode, it establishes ranks of superior mineral resource in Corps, which may include most superior,superior,and sub-superior. Besides, in accordance with assessing result it sees levels of key development industry, namely, energy industries, steel industries with material of coal and iron, nonferrous metal industries with material of nickel and copper, building industries stressed on brick clay, limestone, granite and asbestos. It also suggests some policies as to how to speed up conversion of superior mineral resources. Finally it selects superior mineral resources with scientific assessing methods and discusses the new and practical thought on mineral resource conversion.
