Abstract


As the personnel management transforms to strategic resource management, people begin to realize the importance of strategic human resources and even more in times of economic crisis, companies can not ignore the strategic human resource systems which can help to pass through the economic crisis and improve organizational performance. A lot of research results on the relationship between strategic human resource management systems and organizational commitment have been achieved in the west so far, and in the recent decade, some progress has also been made in our country, but a lot more in-depth study are still worth doing such as:(1) Construction of human resource management system in China context; (2) How a human resource management system makes impact on the organizational commitment; (3) Verification of internal fit within human resource management system.Therefore, to investigate the three issues above, this paper conducted a questionnaire survey of 30 small and medium enterprises, received a total of 261 valid questionnaires and made some data analysis:designed a human resource management system in China context through exploratory analysis, reliability test and confirmatory factor analysis; verified that the enterprise human resources management system will make positive effect on the organizational commitment; established the structural equation model to explore the relationship between human resource management system and organizational commitment on each dimension; finally, analized the impacts that the human resource management internal fit made on organizational commitment through multiple regression analysis. Conclusions were made as below:(1) The designed human resource management system consists of seven dimensions, namely, recruitment, training and development, performance evaluation, incentive pay, employee involvement, work design and employee protection module.(2) Organizational commitment of the employees within enterprises with higher degree of human resource management system implementation is higher than that within enterprises with lower degree of implementation, that is to say, human resource management system has positive effects on organizational commitment.(3) The building blocks in human resource management system have different effect on the three dimensions of organizational commitment, including the effect of recruitment、incentive pay and work design on all the three dimensions of organizational commitment were not significant.(4) There is internal fit in strategic human resource management system, and some modules’interactions have impacts on organizational commitment. Based on the aboved results, we believe that companies need to take care of the relationship between human resource management system and organizational commitment, and the direct impact of human resource management system module on the dimensions of organizational commitment, but it also can not ignore the internal fit of human resource management system.
