Abstract


The construction of Eco-industrial Park is an effective way to achieve circular economy. It not only realizes recycling economy of regional industrial levels, but also it guides the establishment of national level of circular economy and recycling-based society. It provides the developmental space for the adjustment of regional economic structure, industrial structure and product structure.At present, the study of Eco-industrial Park focuses on the internal structure, operation mechanism, regulations and policies, the evaluation index system, support system, planning, designing and methods of implement at home and abroad. Since September 1, 2006, Eco-Industrial Park has been constructed, managed and checked according to the Standard for Sector-integrate Eco-industrial Parks (On trial).In this paper, based on the case study of Ecological Industry Park of Liyang City, considering material cycle and energy flow maximum and waste minimum, the eco-Industrial chain was constructed in order to cause the least negative effects on environment. The Eco-Industrial chain was extended than ever in terms of horizontal, vertical and expansion of extension. According to the standard of the comprehensive Ecological Industry Park, three index systems of the eco-Industrial chain were set up, including the aim layer, guide layer and index layer. The aim layer is the construction standard of the park. The guide layers are the level of economy development, the level of material reduction and recycling and the level of pollution control. The index layer includes eleven indexes. The weights of indexes are calculated with analytical hierarchy process (AHP) and MATLAB software. Based on the results, it obtains three important factors for the future development of Liyang EIP. They are unit industrial added value of energy consumption, unit industrial added value of COD emission and the reuse of industrial water.Using the multiple attributes decision making model, the Eco-Industrial chain was analyzed. The built Eco-Industrial chain is better than the present chain. It provides reference and example for the park construction.
