Abstract


Water, is human survival and social development essential precious resources, is irreplaceable basic natural resources, also is the strategic economic resources, social and economic sustainable development is the fundamental conditions. With the rapid development of economy in recent years and speed up the pace of urbanization development, the water department of water demand has increased dramatically, but for water pollution degree is more and more serious, leading to the water environment worsening, so the contradiction between supply and demand of water resources with problems have become increasingly prominent, of the shortage of water resources has evolved into the restriction of the regional economic development bottleneck. In such a social background, we limited water resources of reasonable allocation optimization scheme, accord with human survival and the development of the society, it is full of water saving, effective protection, rational development, efficient utilization and comprehensive treatment and scientific management of a kind of effective measures to sustainable use of water resources to ensure the modern sustainable economic and social development.In this paper, first, the optimal allocation of water resources at home and abroad present situation and development, development trends and at present configuration in existing problems are reviewed, and for Pingxiang City in water resources condition, the present situation of the development and the quality of water environmental investigation and collection of a large, on the basis of the reasonable allocation of water resources optimization scheme to promote regional society, economy, environment of the three objectives of the sustainable development. The main research results are as follows:(1)In optimal allocation of water resources research background, significance of the foundation, on the Pingxiang City optimal allocation of water resources of the theoretical significance and practical value are analyzed.(2) The research Pingxiang City natural geographical situation, social economic survey as well as the present situation of water and evaluation, and points out the Pingxiang City water resources sustainable development and utilization of existing in the process of the main problem.(3) To 2008 as present situation in level, the planning level years 2015 and 2020 Pingxiang City economic social development and economic and social development water requirement to carry on the forecast, the balance of supply and demand for water analysis.(4) According to the optimal allocation of water resources of the theory and principle, on the sustainable development theory, under the guidance of established the optimal allocation of water resources system model, this model to the economy, society and environment comprehensive benefit the most as the target, and analysis to identify each model parameters, based on adaptive weights of the particle swarm algorithm goal it constraint model method, thus getting about Pingxiang City each level years under different assurance of the optimal allocation of water resources. In the future become quite a long time Pingxiang City phased implementation water resources allocation is an important basis, to promote and protect Pingxiang City population, resources, environment and economy, the coordination between the healthy developments.
