Abstract

To develop low-carbon economy after the financial crisis has become the motive power of the next round of economic growth, which is unanimously recognized by all the world. In China, the development of low-carbon economy is not only an approach to battle the global warming reflecting the responsibility that a large country should take, but also a great opportunity to remove the energy bottleneck and environmental pollution, and simultaneously to update the industrial structure. Thus, in this critical period, constructing the policy system plays a fundamental role. This paper, based on studying the advanced methods of developing the low-carbon economy employed by those developed capitalist countries, summes up the policy system of developing the low-carbon economy in China, proposes the scientific advice for the future development of low-carbon economy, which has practical significance for transforming the mode of economic growth and bettering the plicy system to achieve sustainable economic development in China.This thesis focuses on the study of policy system in the process of low-carbon economic development and explores the relationship between policy practice and economic development. The aim of the thesis is to seek for the policy adapted to low-carbon economy in China so as to promote sustained and steady growth of low-carbon economy. Employing theories and analytical approaches concerning with Western Economics, Institutional Economics,Ecological Economics, sustainable development theory and theory of circular economy, the thesis mainly studies on China’s establishment of mode of low-carbon economic policy. The research findings are as follows:According to the relevant knowledge from theories of sustainable economy and ecological ecnomics, it has made an anlysis on scientific connotation of low-carbon economy, and made a distinction among the concepts of low-carbon economy, green economics, and circular economy, and has corrected people’s misunderstanding on low-carbon economy taking account of both the basic theories of economics and the reality of people’s real life, which can very scientifically reveal the nature of low-carbon economy.This paper proposes to develop low-carbon economy policy in China through the analysis of advanced system experience in Britain and Japan. The specific proposals are as follows:Firstly,in the industrial policy, to develop the environmental industry, and build a circular economy industrial system as the main body, and also plan to design the international eco-industrial demonstration park(taking the East River District of Baotou City as an example); Secondly, in the economic policy, to clear the property rights, and establish the Carbon Sink Bank, and optimize the carbon tax management using the principle of Development Economics; Finally,to establish the government-control policy and global cooperation policy.On the basis of the detailed explanation of the concept of clean development mechanism, the writer hereby has listed full reasons of implementation of Clean Development Mechanism and further put forward several policies.The followings are the innovation of this paper:The thesis,combining the recycling economic theory and industrial principle with specific city examples, put forward the reconstruction of recycling system in regional production and consumption, and finally outlined a new blueprint of eco-industrial park.The writer has established the analysis model in connection with Chinese integration policy through the study of global emission model, and proposed the implementation of Chinese Clean Development Mechanism.
