Abstract


With the sustainable development of economy, the importance of knowledge is becoming increasingly conspicuous. From governments to individual households, the dominant and strategic position of knowledge capital is also becoming increasingly conspicuous in economic, social and political science, technology culture and the way of life. This means that the development of society is underlining the age of knowledge economy. Therefore, innovation plays a crucial role in the way of how to make the regional economic development continued robust in order to confront the fierce competition in knowledge economy era.Theoretically and practically, this paper has a strong sense because it explains what is regional innovation system and analyzes the reasons that why the governments promote the development of regional innovation system. In the situation of homegrown innovation becoming national strategy, for government, how to make sure its role in the construction of regional innovation system, how to combine the regional features and enhance innovation ability to promote regional economic growth are new projects of government innovation management in new period.This paper conducts the comprehensive score of government behavior performance by using qualitative and quantitative analysis in order to analyzing the relationship between the innovation ability and local government behavior performance based on the theory of regional innovation system. In addition, this paper uses four major indicators:the direct investment for innovation, the hard support for innovation environment, the soft support for innovation environment, the overall support for society to determine the position of local government in regional innovation system. All of the above study, it does a depth empirical research using 10 typical areas’data in order to find behavior blindness error of local government in regional innovation system. Therefore, it can provide some practical proposals and suggestions for local government to promote regional innovation capacity.
