Abstract


With the deepening of economic globalization, innovation has been a key element of enhancing competitiveness. How to nurture and improve innovative ability in the dynamic environment become more and more important, which lay before the business and government. How to play the role and evaluate the input-output efficiency is an important research area for government. This paper analyzes the impact of government on innovation, which starts from the two dimensions: capital investment and national policy, and focuses on the micro-districts and counties. Take Tianjin as example, this paper studies the effect of government and the input-output efficiency in the process of innovation.Firstly, this paper outlines the definition of innovative, under the guidance of a comprehensive view, grasp the innovation system from sense, institutional and technical innovation and give a research on national, regional and urban innovation. Then, based on the in-depth study of regional innovation, this paper extends the research to counties and analyzes the unique role of government. The role of government in innovation can be characterized in two aspects: the effect of national policy on technical innovation and the financial support for innovation activities. Finally, based on the Tianjin’actual situation, this paper analyze and evaluate the input-output efficiency of county government, measure the impact of local government and provide an important reference for future.This paper studies the analytic hierarchy process, principal component analyses, grey relational analysis and data envelopment analysis, takes account distributed lag model and optimal the input-output index system. First, in order to eliminate the correlation indicators, use principal component analysis to reduce dimensions. Second, build Almon distributed lag model to eliminate input lag effect on innovation activities. Finally, use DEA to evaluate the input-output efficiency, which gives an effective reference for future decision making of the government.
