Abstract


Natural disasters cause significant damage to people’s live and property. After the disaster, restoration and reconstruction has been put on the agenda. Traditionally the reconstruction depends heavily on fiscal financing which causes great burden to national and local economic development. With the increasing frequency and intensity of the natural disasters, this temporary relief reconstruction model is unrealistic. In this context, this paper proposes how to recognize the financing models of disaster restoration and reconstruction projects, and how to choose these models are two problems crying out for solutions. Therefore, the full text develops relevant research on these two issues.This paper classifies the projects and the financing models of disaster restoration and reconstruction projects based on the theory and practice analysis. The reconstruction projects are divided into three types: "Non-operational projects", "Quasi-business projects", and "Profit-making projects". At the same time, the possible financing models include fiscal financing, debt financing, and project financing and social donations. Based on the time dimension, this paper analyzes the characteristics of the specific reconstruction projects and the advantages and disadvantages of the above financing models, which help to resolve the first problem.According to the analysis of the factors which may affect the disaster restoration and reconstruction project financing models selection, the author establishes a disaster restoration and reconstruction project finance model evaluation index system from financing availability aspect, capital cost aspect, financing quality aspect, financing risk aspect and social benefit aspect. Then solve the second problem in qualitative and quantitative analysis.Based on the qualitative analysis, this paper expresses the correspondence between the specific reconstruction projects and financing models, concluded that: 1) Non-operational post-disaster reconstruction projects financing should mainly depend on fiscal financing, and also take into account of social contributions and domestic bank loans models; 2) Quasi-business reconstruction projects financing should make use of project financing and debt financing preferred, with the corresponding financial subsidies or tax incentives; 3) Profit-making reconstruction projects financing should give priority to project financing model, yet when the situation of the market is not so mature, debt financing and financial funding model may also be supplemented. Then there is a case studies to verify and analysis the correspondence. When it comes to quantitative aspect, the author establishes a disaster restoration and reconstruction project financing selection model by AHP and Delphi Method, which gives decision maker some quantitative decision-making theories.
