Abstract


With the globalization of technology and the development of the Network Economy, technological standards have become the most important factor in the competition of technology market, instead of products and technology. Building one’s own technological standards and melting patents into them would be increasingly emphasized by the developed countries. However, what kind of influence do standards do to the technological innovation and how does the extent of that? More over, how do we improve the level of Chinese technological innovation by standardization? Researches on the questions would be theoretical and practical.From the existed literatures, the view of standard have important impact on innovation was accepted. Due to the different industrial classification of ICS and IPC, it is complicated to unify the two in the empirical study of standard to technological innovation, leading to difficulties while analyzing the overall impacts to technological innovation. Many home scholars select only one industry in the empirical research, and it is not typical. so the empirical literatures on the relationship between standard and technological innovation are very limited. The paper consults the appendix of standard economics and committed to the empirical study on the relationship between standards and innovation.Technological innovation includes three sub-processes: technology transfer, technology re-innovation and technology diffusion. Industrialization is the last part of technology diffusion and is also a key link. This paper includes two parts: one is analyzing the mechanism of standards upon technological innovation and innovative results industrialization, the other is making empirical study of standards upon technological innovation and innovative results industrialization.Firstly, as to the empirical study, it established a co-integration equation and made an error correction based on the panel data from 1988 to 2008 in 35 different kinds of industry. The research indicates that the relationship between standardization and technological innovation is stable and positive in the long term, and negative in the short term. Secondly, the paper inspects the impacts the influence of standards on innovation achievements industrialization, which indicates that standardization is going to facilitate the industrialization of innovation achievements. Finally, according to the analysis above and the current condition of standards in China, it is proposed that when the government design standardization strategies, technological innovation need to be considered, so that the standards would be applicable to technology development, and the standardization processes be closer to the process of innovation and so on.
