Abstract


Crisis information release models affect the public perception on crises. The governmentshould avoid the negative effect on the public due to the incorrect information release modelswhile the crisis information is released timely and correctly. It is very necessary to build anintegrated crisis information model based on the public need, which can significantly improvethe effect and efficiency of the crisis release.Based on the analysis of emergency information communication management of domesticand international public crisis events, this paper refined an integrated communicationmanagement model of crisis information, constructed the public information demand matrixaccording to the public demand differences, and constructed alert and trigger model of crisisinformation releasing using the fuzzy identification method. On this basis, this paperconstructed the integrated optimization model of emergency information dissemination, andproposed suggestions of constructing integrated communication mechanism of crisisinformation management via TV, SMS, internet and other typical information disseminationchannels.The main content and views are as follows:(1)Alert and trigger model of crisis information dissemination. After the crisis events,effective alert and trigger mechanism of information dissemination can monitor crisisinformation timely and launch alert management when in crisis clues. Based on themanagement process of crisis information, this paper constructed crisis informationmanagement system contained alert information collection, analysis and decision‐making. Toevaluate the crisis situation effectively and provide a theoretical foundation of launching alertmechanism of crisis information, this paper, from the social impact of crisis events, grades thealert status, constructs the alert model.(2)The mechanism research for integration of crisis information management .Theintegration communication of crisis information is to maximize the effect of dissemination, takeeffective communication means based on different audiences, to form a mode of transmissionwhich is information systematic, intensive, multi‐level, fast feedback through reasonablechannels of communication, to achieve a goal of rapid and efficient communication , enhancethe government’s crisis response capabilities, and ease the panic emotions of public because oflack of information .This paper builds the integrated communication mechanism of crisisinformation management in some aspects, which are management mechanism for earlywarning and monitoring of crisis information, the management mechanism for releasedecision‐making of crisis information, the mechanism for communication effect evaluation ofcrisis information, news release system for crisis information and so on.The theoretical and practical significance of this study is mainly reflected in promoting thetimely delivery of emergency information, reducing the loss of personnel property caused bythe delay or loss of information; and also contributing to the accuracy of emergencyinformation delivery, that is passing the specific information to the groups who need it,reducing unnecessary impact of non‐associated groups; reducing the cost of the emergency information releasing, reducing the inefficiency occupation of the media channel resources;improving the government’s scientificity of decision‐making for emergency informationreleasing, constructing the scenario‐ response decision‐making model of emergencyinformation.
