Abstract

Economic globalization made the global strategic change profoundly. Countries or regions begin to speed up the pace of industrial transformation, and quick the steps of seizing the value-added sectors. They also shift the low-end technology and processing expertise to developing countries according cost and periodic regularity, lead to the industry value chain further details. In the process of accepting, China lay stress on capital acceptance instead technology acceptance, made China in the bottom of the international division of labor pattern, degenerated into a developed country’s manufacturing base and a simple assembly center. At the same time, the massive acceptance of the high energy consumption, high pollution technology and corresponding industry sector worsen China’s energy consumption and environmental pollution. This is running counter to China’s industrial transformation requirements. Urgently need to make the criteria of technology acceptance and comprehensive evaluation methods, processes, guide the key of acceptance from capital acceptance to technology acceptance, the key of technology acceptance to advanced technology. To meet the demand, the paper mainly completed the following work:(1) Put forward and defined the technology acceptance and criteria of technology acceptance.Technology acceptance is the accept country’s passive acceptance of technology transfer through direct investment, has passivity, dependence, parallelism and dynamic systemic. The relationship between technology acceptance and technology introduction are: both are part of the technology transfer system, two different aspects of technology input, subjective initiative and way are different.The criteria of technology acceptance is the screening criteria of the waiting accept technology based on certain technical, economic, social and environmental objectives and system restrictive factors in the process of accept. It should the general includes: policy criteria, technical criteria, economic criteria, social criteria, environmental criteria. It’s making mainly affected by the system objectives and constraints.(2) Explored the interaction mechanism between industrial transformation and technology acceptance.Technology acceptance acts on industrial transformation through corresponding industry’s corresponding industry effect directly, and through intra-industry demonstration, imitation, and competition effects, inter-industry correlation effect, human resource flow effect indirectly. Interaction between the two, rolling development, and promote the level of them higher and higher.(3) Made the criteria of technology acceptance in the background of industrial transformation.The paper first cleared the industrial transformation’s requirements to technology acceptance through analyzing the status of China’s industrial transformation and technology acceptance. Based on this, the paper made the criteria of technology acceptance in the background of industrial transformation, including such "technology acceptance should comply with the general goal of regional development and policy" total of seven qualitative criteria. This criteria is a most basic criteria, can be further modified to enhance regional applicability according to every region’s actual needs.(4) Established the comprehensive evaluation index system of technology acceptance in the background of industrial transformation. Cleared the evaluation methods and process. Verified their rationality, feasibility and reliability, and the conclusions are well.Established the comprehensive evaluation index system of technology acceptance using experts consultation method according the criteria of technology acceptance in the background of industrial transformation. The index system is composed of three grades, one first grade index, five second grade indexes, and nineteen third grade indexes. The evaluation method is combined of AHP and fuzzy comprehensive evaluation, supplemented by Exporter Choice software to facilitate the operation. Verification through example showed that the comprehensive evaluation index system of technology acceptance in the background of industrial transformation is reasonable, evaluation methods and processes feasible and reliable.
