Abstract


The essence of the contract energy management is a way of energy saving business to reduce energy costs to pay the full cost of energy saving projects, which mainly carry out by the professional energy services company. This essay is mainly focus on studying various factors which have impact on the development of the contract energy management in Guangzhou, and then propose countermeasures to promote the energy services industry in Guangzhou.Through the way of statistics and actual investigation, this essay has developed the research survey on the effect factors of Energy Performance Contracting in Guangzhou. The survey is designed on the basis of project management theoretics and public policy theoretics, and improved by seeking advice from professional. To get information as factual as possible, the survey questionnaire is simplified to understand and answer. The essay has then summarried and analysised the survey result by Entropy weight coefficient method to get conclusion, and propose to the development of EPC in GZ accordingly.The three major factors to impact EPC in GZ are Government, customer and ESCO. And this essay has investigated them and other related departments to further study the impact elements of EPC.After research, the leading factors are price of energy, credibility of ESCO, benefit recycle model of EPC, publicity of EPC’s new mechanism, profit distribution of EPC and support of public purchasing policy, required investment of EPC. The government’s promotion of energy management contract, by policy, is far from improving the mandatory requirements of the market itself to the importance that they should guide and cultivate the market on the need for greater efforts to promote the healthy development of the entire industry.
