In recent years, counterfeit and non-compliance with ethical or legal norms and cultural features of the cottage, as the controversial issue of intellectual property rights, giving rise to the concern of intellectual property management community. Among them, the cottage culture on contemporary economic and social life which impact on how a correct understanding of the existing cottage culture and its problems, has become the focus of managers. In this paper, IPR creation, management and protection of four dimensions, the use of intellectual property management theory, case studies, visit interviews, statistical analysis, the main cottage culture of intellectual property issues. This paper argues that the essence of culture from the cottage look, "cottage" widespread, is not the monopoly of China, but its existence and development remain the intellectual property system in China highlights the deficiencies. Of cottage culture we should have a scientific knowledge:neither be negated nor laissez-faire, should be guided by the positive, normative and healthy development of cottage culture. At the same time, improve the intellectual property system, and vigorously promote an IP culture, so that firms into a new entrepreneurial culture, culture, and gradually become part of the culture of intellectual property.
