Abstract


Modern commercial banks are facing a variety of operational risks, bank managers need to understand these risks and to ensure that banks are properly measured and manage risk. Risk management capabilities have become an important part of the bank's comprehensive competitiveness. China's banking commercial operation time is shorter, encountered more problems in the banking sector commercial operation process, an important issue is a higher rate of non-performing loans of banks in the banking sector in the back of the development process than large burden, the actual that is on the bank's risk management problems, China's commercial banks' overall risk management capability is weak. China's commercial banks to be sustained, healthy and rapid development, we must strengthen the risk management of commercial banks in China, China's commercial banks to various risks encountered in the course of business to identify, assess, effective management, that is credit risk management of commercial banks from the original management of the transition to a comprehensive risk management. In recent years, the transformation of the deepening of the international financial markets and international banking risk management of banks proposed higher requirements promulgated by the New Basel Capital Accord marks the bank's risk management into a comprehensive risk management era. With the new Basel Capital Accord will be formally implemented, China's banking industry, in particular, the risk management of commercial banks has brought an extremely important influence and change. New Basel Capital Accord encourage banks to implement a comprehensive risk management, enhance risk measurement technology, risk management, organizational structure, a lot of useful exploration, but the systematic and comprehensive risk management system is still not strong, it is difficult to guide Business bank risk management practices. Meanwhile, in China's commercial banks to the full implementation of the New Basel Capital Accord, is still facing many obstacles. To do this, the bank supporting reforms must be carried out simultaneously, in order to eliminate the obstacles to the implementation of the new agreement. This article is the American COSO report, and the concrete practice of the new Basel II and our attempt to combine the author's point of view on how to build a comprehensive risk management system in China's commercial banks. In this paper, combined with China's commercial banks risk management situation, pointing out that China's commercial banks to build six main obstacles faced by the comprehensive risk management system, and proposed the corresponding countermeasures, and from eight aspects of how to build our comprehensive risk management.
