Abstract


For a long time , China's economic development strategy under the guidance of governments at all levels to focus on the pursuit of GDP growth , the neglect and the expense of social development and public interests , causing an imbalance in economic and social development , social issues outstanding. At present, China is building a moderately prosperous society in a critical period, people in the living standards improve , the demand for public show rapid growth. Solve social and public demand for rapid growth and inadequate supply of public services the government contradictions address current outstanding development imbalances , the key is to realize the government's transformation of government functions to achieve the transfer of the center of gravity . The Government should focus its work effectively transition to the provision of public goods and public service in order to provide basic public services as their primary function . This paper consists of four parts expand strengthen public service functions for analysis . The first part is a public service is the main responsibility of modern government and core functions . The second part is our government's public service problems . These issues highlight the government's public service functions is still quite weak , if not solved, to achieve a harmonious society will be one interminable process. The third part is our government's public service Problems Cause Analysis . Public service functions are not in place , public administration system is irrational, imperfect system of public finance , public service mechanism is not perfect , hindering the effective implementation of government functions . The last part is to strengthen the government's public service functions , to achieve economic and social development. Accelerate the transformation of government functions from , innovation and public service concept, to adapt to new trends in changing public demand , improve the public service system , the formation of a government-led , social forces and private capital to participate in the public service structure, strengthen rural public service system , transparent administrative , the establishment of public service accountability proposed five aspects to strengthen the government's public service functions of the basic ideas and measures .
