At present, basically there’s no research on the evaluation and assessment of village library. We can find few literature about the evaluation of public welfare published performance, and most of them is based on non-profit organizations. The situation about village library is:unclear responsibility, lack of funds, lack if a scientific method and standardized system. Most of current village library is managed by villagers on part-time, they lack of experience of classification and registration of borrowing, they need to develop their comprehensive quality, and in order to maintain long-term develop, the patterns of investment should also be changed. All of this is the same problem of village library. It is urgent to make reasonable incentive mechanism and evaluation system. Therefore, the research on village library’s performance evaluation and assessment method has a double meaning of theory and practice.The background of this article is village library, the object is village library’s public cultural service, trying to take advantage of journalism, communication and management, and using the theory of public cultural services evaluation methods and the existing research achievements of village library’s public service, using the method of AHP, expert scoring, investigation, and based on the benefits of society, try to make the village library’s service performance evaluation system,This article is divided into six parts altogether. The first part, introduction, analysis of the related literature, explains the research method of the article; The second part, analysis of village library’s characteristics of public service, and summarized the current status of village library project; The third part, combining the characteristics of village library, the village library’s induction and analysis the components of village library’s service performance, The fourth part, on the basis of summarizing the various evaluation factors, determine the evaluation content of village library, preliminary build a village library service performance evaluation system, and explain the dimension index and calculate the weight so as to build a complete model; The fifth part’s, mainly about village library’service performance evaluation model is implementation strategy, talked about the specific calculation methods and data analysis methods.
