The early 1990s, the U.S. strategic management expert Michael? Through the development of industrial clusters in Jinjiang empirical analysis, we can see that although the process of industrial clusters, in essence, is the market increasingly guided process, but in the process the government can and should play its positive role. Therefore, in Jinjiang industrial cluster implementation of the strategy, we must continue to give full play to the government for the administration and constructive, focusing on creating the environment from planning to strengthen the management and guidance.
