Abstract


Due to the conditions of the political and administrative system during the transition period , the socio-economic structure , the individual and the Group and moral construction , an inevitable failure of government regulatory functions . Administrative theory , using comparative analysis and empirical analysis method , Control Status and Problems of the reasons of China 's food and drug safety issues , the regulatory characteristics of the Western analysis . The author attempts to explore effective ways to correct the failure by the Food and Drug Control , through regulatory reform and innovation , and to adopt effective policies and measures to promote the capacity building of government regulation , improve regulatory efficiency , in order to achieve the target of government regulation . The author believes that food safety incidents serious threat to the quality of life of human society , the effects associated with social control microscopic control economics is both important and difficult problems , but also global , in particular, is a common problem in developing countries . Food and Drug prices are unrealistically high, such as false advertising swamped problem has also become the focus of attention . The nature of these problems is that some market failure and government failure , more important , the deeper reason is that the regulatory system ; many modern market-oriented countries , the government established by the Food and Drug legislation an administrative agency to exercise a high degree of unity to the food and drug industry control , this control system , in addition to the higher efficiency of law enforcement , but also for law enforcement resources and economies of scale , and therefore widely used in the world . Therefore, how to learn from the regulatory regime of the developed countries in the world , to go with Chinese food and drug regulatory worth pondering . Should be reformed and further rationalize the food safety regulatory system , the establishment of long-term food security system ; improve the regulatory mechanism of price and advertising , and the phasing out of the drug tender . Thus fundamentally reverse the phenomenon of food, medicines market order and disorder . The topic of the thesis research results not only has a certain reference value for the real problems , at the same time , it also seeks to enrich and development of control theory . The study also hope to arouse further reflection on the ethical values ??of public policy governance framework due to the particularity of the Food and Drug .
