Abstract


Administrative system in the financial system is an important part of the administrative system must meet the needs of economic and social development. So talking about the financial system, not simply of the \Central city's economic development highly dynamic, undergoing rapid economic and social transformation process, which requires the central city accordingly administrative system, financial system innovation to meet the needs of rapid urban centers. Based on the center of the city - Dalian's economic construction, the administrative system, fiscal relations empirical analysis points out the process of economic development in the central city of institutional constraints, summed up the administrative center of the city toward institutional and financial institutions, proposed the building of one pair central role in promoting the sustainable development of the city center of the city municipal, district (county) financial relationship. Text from three aspects: The first part involves the meaning of the central city, trends and administration of institutional innovation. Analysis center city connotation, function and the central city metropolitan development trend, noting that the central city administrative divisions, management system innovation objective necessity. The second part of Dalian city, district (county) Empirical Analysis of the administrative system. In this part of the central city - Dalian City, Dalian City for municipal, district (county) administrative and fiscal relations empirical analysis, since the introduction of reform and opening up the development process of Dalian City, Dalian City metropolitan area summed up the development request administrative system, financial system reform direction. The third part from the particular to the general, summed up the central city of the general principles of financial reform. This part of the city center on the development of the overall trend, proposed administrative system of the central city, how to structure the financial system and the central city of city, district (county) financial relationship rationalize some of the ideas. This main point is that, with the center of the city's economic development, especially in the metropolitan area development stage, must be central city city, district (county) to re-rationalize fiscal relations, building and economic construction supporting the financial system . Some of the institutional building this view may generate controversy, but hope for the central city of institutional innovation to provide new ideas.
