Abstract

With the advance of the pace of reform and opening up free trade to promote the rapid development of China's economy, environmental issues such as global warming and ozone depletion, however, has become increasingly prominent, caused widespread concern in the world. 15th meeting of the Parties to the United Nations Framework Convention on Climate Change to be held in Copenhagen in December 2009, 192 countries or regions to participate, to discuss the follow-up program after the expiration of the Kyoto Protocol, \I hope to resolve or mitigate environmental problems through international cooperation. In the process of rapid economic development of our country has been exploring how to coordinate the relationship between international trade and the environment. Jiangsu and Zhejiang with China's economically developed eastern coastal areas, are trade province, but the export trade, product structure and the main exports of significant differences, while facing serious environmental problems, Jiangsu and Zhejiang is located in the Yangtze River Delta The region is one of the more serious environmental pollution area, so I chose the Jiangsu and Zhejiang provinces to carry out a comparative analysis of export trade impact on the environment has important theoretical value and practical significance. Literature study and master the development of the export trade in Jiangsu and Zhejiang provinces and the trend of environmental pollution premise using least squares estimation card vector autoregressive model (VAR) and vector error correction model (VEC) econometric methods, empirical analysis of the relationship between Jiangsu and Zhejiang export trade and overall environmental pollution losses and six specific industrial pollution indicators between 1991-2008, the following conclusions: 1. establish the environmental effects of Jiangsu and Zhejiang trade liberalization model, least square estimate analysis concluded: per capita GDP and export trade, and the impact of the policy effects of three variables on overall environmental pollution losses for the negative effect, structural effect and impact of trade openness is not significant; Jiangsu overall elasticity coefficient than Zhejiang, which shows that the free trade in Jiangsu Province loss of environmental pollution caused by higher than Zhejiang, while the environmental costs of the economic benefits of export of Jiangsu Province is also higher than the Zhejiang; economic factors, in this model, elastic coefficient is less than 1, which also shows that relative to non- export enterprises, export enterprises in Jiangsu and Zhejiang provinces relatively strong environmental awareness. 2 VAR VEC model generalized impulse response function and variance decomposition analysis to explore the export trade and interaction between six types of industrial pollution indicators. The results show that, Zhejiang export trade increased pollutant emissions did not increase, but reduce the burden on the environment, while the increase in the export trade in Jiangsu Province has led to the increase in environmental pollution; relax the strict environmental standards or law enforcement, Jiangsu exports increased less than Zhejiang. The paper also corresponding policy recommendations for the coordinated development of Jiangsu and Zhejiang's export trade and the environment.
