Abstract


In recent years , with the development of electronic commerce and computer network technology, electronic payment gradually in people's daily life plays an increasingly important role . However , from the current regulation of the electronic payment of view , the reality is not satisfactory. Electronic payment legislation is still not perfect, is not able to meet their needs in real life , which is very unfavorable to the development of electronic payment . In this paper, the basic theory of electronic payments , the integrated use of historical , comparative and empirical research methods , analysis of electronic payment similarities and differences with the traditional method of payment , which leads to the presence of electronic payment security , bear civil liability , consumer rights protection and regulatory issues, in the last part , by reference to other countries and regions of practical experience combined with the reality of our situation , legislation on electronic payments make a few suggestions , hoping to take this as our electronic payments offer a legal system were modest.
