Abstract


Under the implement of the total strategy about grain security on " basic self-sufficiency , appropriate to import " in the whole country, how to choose and implement its grain security strategy in Fujian Province? On the basis of analyzing changes in the intension of grain security, directed at the characteristic of the new stage of agriculture and grain, the constant promotion of the grain circulation system reform and the situation after the accession to the WTO, combining the situation of Fujian Province, this thesis proposes innovating the grain security strategy thinking in Fujian, choosing the grain security strategy opened. Namely the grain security strategy proceeding from objective natural conditions and economic law , fully utilizing two kinds of resources , two markets, giving play to the comparative advantage and paying attention to the economic efficiency. The goal of this strategy lies in improving the level of grain security, reducing the cost of grain security , facilitating grain circulation. For this reason, Fujian should choose market-based way of reform, seek the realization of grain security with market mechanism. To implement this strategy, it should hold the inherent unifying of market-based reform of buying and selling of grain and grain security first . Grain security is the prerequisite of the market-based reform of buying and selling of grain; It must take the way of market-based reform of buying and selling to guarantee grain security thoroughly. On this basis , know the background that the national grain market unlocked in an all-round way further: dispel market segmentation, promote market development, perfect the price forming mechanism of grain; improve the ability of macroscopically regulation and control of grain on the premise of giving play to basic function of the market. The meaning of understanding it deeply lies in strengthening the coordinating operation of the relation between two kinds of interests and setting up long- result mechanism of grain’s steady increase. Thus be calm to reply national grain’s new situation that market let go in an all-round way, in grain of the market-based reform of gain actively and reliably, structure and perfect the system of grain security of Fujian.
