As computer technology widely spreads and network develops as well, which upgrades the computer-aided education greatly and leads to a modern, open, flexible and internet-based way. Future education in information times, featured creative, versatile, individualized and easily developed, will be closely related to the education development and educational network build-up. The old and close educational method can not suit with the future education requirements any more. Therefore, basing on modern computer technology, we need to establish a wholly new, all-role and inter-communicational network environment. We can do nothing but this.The article mainly indicates the research and practice about the new education and examined method. First, the article gives the summary about the background and future trend of long-distance network education, and introduces the new educational concept corresponded. Second, the article discusses the design concept, related technology and detailed developed procedure, which includes exam analysis related IRT theory, testing database setup, J2EE, and DB2. Third and last, the article summarizes the function that the system already has and future problem need to be solved.
