Abstract


The rapid development of modern electronic technology , electronic communications and the growing popularity of the Internet , a deep influence on human economic activity , bills to pay for one kind of instrument , its use has long been also broad. Electronic bill generation is the traditional era of e- bills with the times to adapt to today 's trend of generalization , and is considered to represent the future direction of financial development is one of the best means of payment . Compared with the traditional paper bill with a fast, efficient and safe, etc. , which makes it more suitable for e-commerce and Internet information age . This study was designed electronic instruments anchored basic theory to explore the electronic notes between the main parties legal rights and obligations , together with electronic instruments in the circulation process faces many risks , analysis of the causes of risks electronic bills , how to circumvent these legal norms risks, and legal environment in the new electronic bill should do the traditional crime problems , and ultimately to build a comprehensive electronic bill of the legal system to make a few suggestions.
