Abstract


The telecommunications industry is a basic pillar of the national economy based industries . The telecommunications industry is often considered to be a natural monopoly industry . In recent years, with the development of science and technology , the telecommunications industry 's traditional natural monopoly attributes being questioned. The telecommunications monopoly drawbacks also gradually becoming apparent . Fair competition in the new market environment for the development of a basic market requirements , the monopoly of the telecommunications industry business conditions gradually disappear . China has carried out four times a telecommunications reform . The original intention of China's telecommunications reform the formation mechanism of competition between the telecom companies . The competition in China's telecommunications enterprises can improve the ability to participate in market competition , but also conducive to maintaining a stable development of China's rapid economic . China 's monopoly legislation is ineffective , and the institutional , historical , cultural and many other factors and constraints , the behavior of the abuse of a dominant market position in China's telecommunications enterprises so far failed to get effective control . This paper is divided into four parts . The first part of the concept of the monopoly of the telecommunications industry , characterized exposition of the theoretical basis for the anti-monopoly regulation of the telecommunications industry . The second part analyzes the status quo of China's telecommunications industry , Antitrust Regulation necessity and feasibility . Monopoly regulation of the telecommunications industry will help to overcome the monopoly of the telecommunications industry the harm to China's national economy , is conducive to the promotion of competition in the industry , is conducive to the development of China's telecommunications industry , and is conducive to the protection of the interests of consumers . The third part , an overview of the basic situation of the Anglo-American telecommunications industry monopoly and regulation . Then discusses theories and methods of foreign telecommunications industry monopoly regulation , to provide experience for China's telecommunications industry antitrust . The fourth part , put forward China's telecommunications industry monopoly regulation of specific ideas . The main attention to the problem from three angles antitrust needs of China's telecommunications industry and recommended that steps should be taken by the proposed system .
