Abstract


Social insurance that covers medical care ,pension and other five types of insurance. Pension insurance became the most important part. Pension insurance provides protection to ensure the social workers can have better live after they become old. At the beginning of the founding of our country, it is a planned economy. Whatever the enterprise pension insurance or the institutions pension insurance is single unit security, and they are all match with a planned economy. However, after the policy of reform and opening-up, with the development of social and economic, the existing pension insurance system can not apply to existing market economy. In recent years, the basic pension insurance continued reform, and it also has a preliminary results achieved. The reforms of the pension insurance socialized have become inevitable. However, the existing old-age insurance system reform of public institutions is still single national arranged pattern. It has been not only brought serious financial burden, but also made the employees of public institutions to over-reliance on national. So it can not enhance self-protection awareness. Thus, the beginning of the 90s, some provinces and municipalities began to develop the institution reform of pension insurance system. However, the effect is not obvious now. At the beginning of 2009, human resources and social security issued“the institutions of the old-age insurance system reforms”, and its main finding is to unity institutions and enterprise pension insurance system. This system just looks fair, but because of the civil service pension insurance system had been excluded, it has caused new conflict. It is obviously in line with the main purpose of the reform. This reform aroused much public concern. It not only promotes slowly, but also causes the phenomena of“retired early”However,to accelerate the reform process is an urgent task. Therefore, find problems and solutions are very necessary.This passage is research on the institution reform of the old-age insurance system, and analyzes the reasons, then to provide policy advice. The existing research on this literature has many. But there are few research on the five provinces’present situation. The first part of this paper points out the background, meanings of the study, research methods and innovations of this paper. The second part introduces the types and the basic features of the institutions’pension insurance and it also introduce this insurance system. The third part points out the five stages of the development of institutions pension insurance. In order to more detailed in-depth understanding of the institutions of the old-age insurance system. The fourth part is to compare with the foreign reform so that to conclude the strengths and weakness,“reject the dross and assimilate the essence”. With the comparative study, the fifth part which came to the suggestion and advice. The final part points out the shortage and the efforts of the future direction.
