Abstract

As an important part of urban health care system, community health services is playing a more and more important role in current people’s lives. China has proposed to build People-oriented harmonious society, but the reality of“difficult medical treatment, expensive medical treatment”makes many people can’t afford the treatment,citizen’s basic medical needs can’t be guaranteed,all these have already serious damaged the social equity.Early in the 1960s ,western countries has been focused on the development of community health services, comparatively,China was late of developing community health services,the level of economic development and the share of medical resources is lower than developed countries,so,it is significant for our countries to develop community health services.With the change of medical model, people is paying more attension to disease prevention and health maintenance.Medical serivces in these areas is relay on the offer of coummunity health services.Since the launching of a new round of health reform, community health services of China is booming, the number of agencies are rapidly increasing, the services are increasingly sophisticated,China’s community health services has achieve great success. As one of the cities which firstly carry out community health services,Hangzhou,after two decades of development,has became a developed city in community health services area.The thesis through statistical analysis of data about the development situation of nowadays china’s community health services and empirical investigation for the example in Hangzhou, proposed helpful and practical strategies to the healthy development of community health services.Strategies for development the community health services. and the alleviation the issue of“difficult medical treatment,expensive medical treatment”are important.The thesis uses a variety of research methods including comparative analysis, inductive deductive,etc.On the theory basis of welfare economics, health economics and public goods the thesis analyzed the problem of equity and efficiency in the field of health care, government failure and market failures , government’s role in the development process of community health services.The thesis also analyzed the community healthy services of America,England and Australia from a macro perspective,proposed basic development Strategies of China’s community health services.The development of community health services needs the correct leadership of the government and widespread concern in the community Improve the compensation mechanisms and increase the training to further exploration the new service model.Improving the quality of staff and service levels and implement effective supervision and management mechanism.The target of "2020 to achieve universal access to basic health care services" has been included in "The twelfth five-year plan" of China the development of community health services still has a long way to go.
