Abstract


Efforts to improve HIV counseling and testing, is an important part to solve the serious problem of AIDS prevention and control in China, AIDS voluntary counseling and testing is an effective method to promote the prevention and control of AIDS in China. AIDS voluntary counseling and testing help AIDS prevention knowledge widely publicized so that more people get the AIDS-related common sense as well as state aid policy; help to reduce the risk behaviors of high-risk groups, and then control the generation of new HIV cases; help physical and mental pressure digestion of AIDS patients to prevent the AIDS problem is transformed into a social problem; help protect people with AIDS together law rights and interests, and to reduce vertical transmission. Generally speaking, China's AIDS voluntary counseling and testing is to follow a voluntary and informed, respected, not hurt, and confidentiality principles. But in China's AIDS epidemic period of transition from the high-risk groups to the general population, voluntary counseling and testing mode facing a series of difficulties: the social advocacy little information, can not meet the needs of AIDS patients as well as society; single form, too rigidly adhere to the paper form of the surface; emerging propaganda media by geographical conditions, can not be effective and in-depth. For AIDS voluntary counseling and testing of these adverse conditions, the following measures are necessary: ??increase the propaganda that AIDS voluntary counseling and testing, AIDS treatment effect publicity; build a healthy and harmonious social environment, to help eliminate AIDS brought social discrimination; well the confidentiality of AIDS patients, AIDS patients with personal information shall not spread to unrelated persons; good follow-up services for AIDS patients to prevent the AIDS patients in a helpless situation. In addition to the mode of voluntary counseling and testing, recently from the west country PITC detection mode into China and has aroused widespread concern. PITC as an initiative to provide detection mode is proposed for the difficulties faced by the voluntary counseling and testing (VCT), favor detection of a wide range of populations, the detection range of the expansion, for HIV-infected people from high-risk groups to the general population proliferation. As a new thing, PITC is facing many problems, such as cost, privacy and social discrimination, but in view of the HIV infections in China gradually shift from high-risk groups to the general population, the status quo, we still need to actively promote this new model of HIV testing. Of this proactive detection mode should respect the right to informed consent to be detected, the PITC information to inform to be detected in order to respect the freedom and autonomy rights of AIDS patients; personal information strictly confidential AIDS patients to prevent infection information disclosure social discrimination; to establish sound matched with PITC detection to the specific measures, and establish a complete set of treatment, care and support system. PITC testing should be in accordance with the AIDS epidemic, high, medium, low degree gradient advancing step by step in order to facilitate the detection of the highly endemic areas experience promotion; the PITC detection as the center of the work should be patient, testing for patient treatment, care and support to provide ready , medical personnel should inform sexual partners of AIDS information to assist infected persons, but should not be open to patients of AIDS information, expand the scope. AIDS buffet detection has many advantages HIV testing mode, with a wide range of social needs in our country. AIDS self-help detect face some difficulties in our country, we should take active measures to promote such self-detection mode. To strengthen publicity and education, using a variety of channels to the AIDS self-help to detect known to the public; gradient advancing AIDS buffet detection level promotion to facilitate the mature experience; should change the commercial nature of HIV testing and counseling, to become a public good; To do a good job supporting AIDS buffet detection measures, in particular, is to do a follow-up services after detection.
