Abstract


China’s economic growth was comparatively rapid with past twenty years’ opening and reform policy, however, China’s economic growth rate dropped from 14.2 percent in 1992 to 9.6 percent in 1996, 8.8 percent in 1997, 7.8 percent in 1998, 7.1 percent in 1999 after macroeconomic "soft-landing". The continuous fall in economic growth is indicative of sluggish economic growth in China. The continuous fall in economic growth was of great disadvantage to macroeconomic operation. So it is important and necessary to analyze the reason for sluggish economic growth and the disadvantageous effect of sluggish economic growth so as to put forward advisable policies to further stimulate economy.The article is to analyze the reason for China’s sluggish economic growth between 1992 and 2000 and its disadvantageous effect, To further stimulate economy the article provides suggestions of keeping balance of aggregate supply and aggregate demand ,speeding up urbanization, improving labor resource.The article is mainly composed of four chapter : the first chapter begin with phenomena of China’ sluggish economic growth and its disadvantageous effect ;the second chapter focuses on the reason for sluggish economic growth ,the direct internal reason ,the indirect internal reason , the external reason as well as advantageous factor in China’s economic development ;the third chapter consists of China’s macroeconomic policies and analyses on the effect of macroeconomic policies; the last chapter intends to present advisable suggestion to further stimulate economy positively expanding domestic demand, including positive fiscal policy, proper strict monetary policy, increasing peasant’s personal income and improving social security system to turn the large deposit into present consumption ; adjusting the supply structure to upgrade supply structure: decreasing the invalid supply, founding modern enterprise to realize system innovation, strengthening educational development and improve labor resource quality to innovate in technology , positively development service sector to increase service sector proportion; speeding up urbanization toform nationwide market; making best use of foreign investment.The innovations consist in analyzing the effect of education on economic growth, arguing two innovation-founding modern enterprise and strengthening educational development to improve labor resource quality.
