Abstract


Macro-control is a necessary method of nation to intervene economy and remedy market mechanism shortage under market economy. The national intervention under market economy includes market rules of micro-economic field and macro-control of macro-economic field. Correspondingly, the laws of national intervention are also divided into law of market rule and law of macro-control. Since the reform and opening-up of our country, we have enacted a set of macro-control law. According to our national conditions and further development needs of market economy, we are urgent to formulate a basic law of macro-control to stimulate macro-control in accordance with the law, standard macro-control behaviors and regulate all relations during macro-control. From the legislative content, we can see that the basic law of macro-control consists of general principles, disposition of macro-control rights and measures, behaviour regulation of government macro-control, realisation of macro-control rights in local authorizations, supervision and forewarning of macro-economy, legal responsibility, disputes resolve and attachments.
