Abstract


Facing a shortage of energy resources in the current present, energy consumption reduction are put on the agenda settlement. Energy efficiency, known as”the fifth energy”,is an great variable impacting of economic growth and energy consumption, and it attracts more and more government attention. Zhejiang Province which is an economically developed and the scarcity of energy resources and whose first energy self-sufficiency rate is less than 5% in 2010, is very conspicuous contradiction between the Socio-economic development and energy supply. Therefore, saving energy and improving energy efficiency is imperative. This paper aims to reveal the characteristics and causes of regional differences of the energy efficiency of cities in Zhejiang Province, as to provide the basis for Zhejiang energy saving policy.Energy is an important factor of production and this view has been reached a consensus. However, energy itself does not create any output, only if it is combined with other input factors. Therefore, using idea of total factor productivity in this paper, energy efficiency is defined as: under assumption of constant returns to scale, and condition of output given, energy efficiency is determined in terms of the ratio by comparing the required minimum energy input with actual energy consumption.In the paper every cities of Zhejiang energy efficiency measure as a starting point, GIS method is used to draw spatial distribution of energy efficiency. The results show that energy efficiency takes on the significant difference between northeast to southwest. Space factors in the study of literature has not been widespread attention, which assume all region is homogeneous and interdependent of each other. In this paper, spatial relations among every cities energy efficiency are proved by spatial autocorrelation test. By ESDA approach to research spatial differences in the characteristics of energy efficiency between various cities in Zhejiang Province, Moran’s I index calculations show that there are significant energy efficiency space cluster. Then analyze the reasons for the difference of energy efficiency by spatial econometric model. Lastly, to make energy saving recommendations.Through analysis, the paper reached the following conclusions: (1)By non-parametric DEA method to calculate the energy efficiency of the 59 cities in Zhejiang Province in 2008;(2)Each city’s energy efficiency of Zhejiang province exists spatial dependency, and neighbor effect influences other city energy efficiency;(3) By the use of spatial econometric model to study the causes of differences in energy efficiency of cities in Zhejiang Province.
