Some researchers have recognized investment on IT can’t bring expectant benefit, the investment of information resources construction and sharing need to be evaluated to verify more benefit exist or not. Method is very important to evaluation process, so it is worth of studying on it.Evaluation indicatory is the basement of applying method. This paper analyzes investment composition and benefit composition to construct a framework for evaluation indicatory. Then we choose some common methods to introduce, including balance score card, analytic hierarchy process, data envelopment analysis, fuzzy synthetic evaluation, dynamic fuzzy synthetic evaluation. At the same time, we analyze advantages and disadvantages of all methods. When choose the best method, first we need comply with general principles. What is more important is that we must pay much attention to special requirement of information resources construction and sharing. As in Information resources construction and sharing investment—benefit evaluation process, we not only evaluate results, work status and work state, but also process, development trend and work performance. We put forward that take dynamic fuzzy synthetic evaluation as the main method and analytic hierarchy process as the assistant method. This method can be carried out by five steps, which are discussed in paper. Furthermore, we introduce Granger Model to find out the relationship between investment and benefit.
