Abstract


Based on the present of water resources development, utilization and evolutionanalysis, the meaning and calculation methods of surface water resourcesdevelopment and utilization degree are proposed. It is a concept aiming at closedbasin. It can be calculated from the ratio of local surface water supply quantity andlocal water resources quantity, and then the result is of more comparability.The local surface water resources development and utilization limit is analyzedon the angle of resources by introducing the concept of available surface waterresources. On the basic of the discussion on available surface water resources concept,main characteristics and influencing factors, the calculation methods for instreamecological flow and abandoned water in flood season are raised, thus calculationmethod for average annual available surface water resources is established bydeducting minimum instream ecological flow and abandoned water in flood season,and then put up calculation methods of available surface water resources aiming fordifferent types of river systems.On the foundation of the research for the present surface water resourcesdevelopment and utilization degree and limit, the concept, main characteristics andexploring principles of surface water resources development and utilization potentialare discussed, hence calculation method and evaluation criteria for surface waterresources development and utilization potential. The areas weather can be continue toexplore or should be limited are given from the potential, at the same time,countermeasures and suggestions on water resources development, utilization,management and protection according with the practical cases are proposed.The calculation methods of surface water development and utilization degree,limit, potential are applied in representative Huaihe River Basin. The surface waterdevelopment and utilization degree, available surface water resources and surfacewater development and utilization potential are determined, and then thecountermeasures and suggestion on reasonable surface water development andutilization are proposed.
