Abstract


The Third Plenary Session of the 16th CPC Central Committee clearly presented for the first time the concept of“the scientific development viewpoint", which is the summary and sublimation on twenty-year reform and opening up and modernization practice experience and which is an inevitable requirement of comprehensively building a well-to-do society in the all-round way in the new century, and which is the important development of China’s socialist modernization guiding ideology. The domestic and foreign scholars have done much work in researching the scientific development viewpoint, particularly domestic scholars, from the height of the Marxist world outlook and methodology ,they took the historical review of the development viewpoint, furthermore, expounded the historical inevitability of the scientific development viewpoint. The study about the scientific development viewpoint is relatively full, as well as from many perspectives; all those display the rich theoretical connotation of the scientific development viewpoint, lays the theoretical foundation for our further research.This paper regards the development viewpoint as the core concept, the internal and external development viewpoint as a theoretical basis, "the scientific development viewpoint" rose by the current collective leadership as the main content, serving China’s modernization practice as the research purposes. I systematically examine the history of the internal and external development viewpoint; focus on deepening the understanding to interpret the concept of scientific development and in the socialist modernization drive in the theory and practice value.This paper is composed of three parts: introduction, body and conclusion.In the introduction it introduces the concept of "development", "development viewpoint" and "scientific development viewpoint" and other basic concepts, and the purpose and method of this paper.The text is divided into three parts to elaborate.Part one: The retrospection of the scientific development viewpoint. It introduces all outstanding cultural achievements on social development issues of contemporary human thinking, which mainly include: Marxist theory of social development of basic concepts and methods, the development of Deng Xiaoping Theory, Jiang Zemin’s "three represents" important thought. Meanwhile, the second half of the 20th century leaves, in the international context of the contemporary concept of the overseas development of some of the more scientific and rational elements, is also studied.Part two: The scientific development viewpoint: the great innovation of development viewpoint. It describes the background, content, requirements and theoretical innovation of the scientific development viewpoint. Its theoretical innovation is described from the nature, purpose, meaning and requirements of the development. Part three: The value of the scientific development viewpoint. As the important long-term guiding ideology, the scientific development viewpoint both in theory and in practice is of great value, for the theory of scientific socialism and the development of socialist modernization with Chinese characteristics to make the practice of building a huge historical contribution.Conclusion: The scientific development viewpoint can fully realize their value only by guiding practice. So, we all should understand and grasp the scientific development viewpoint, and make it perfect in accordance with the constantly changing objective reality.
