Abstract


Both developing high-and-new technology industries and promoting employment are the most important tasks of the development of economy and society at present and in the future, and with strategic values. It has not been reached consensus on the relationship between the development of high-and-new technology and employment in academia; therefore, it would be quite urgent and significant to distinguish the relationship and accelerate their development.As far as the research content is concerned, it has been a sort of overall quantity research, namely that high-and-new technology industries increases or reduces the total number of employment on earth; while with regard of research means, it puts emphasis on prescriptive research and logic deduction to uncover the relationship between the development of high-and-new technology industries and employment. These research results neither completely reveals the relationship between the development of high-and-new technology industries and employment, nor lacks the strong data support. Therefore, the paper attempts to systemically analyze the development of high-and-new technology industries’ influence on the total amount, quality and distribution of employment from the angle of substantial evidence research. In the course of research, the paper chooses the High and New Technology Industry Development Area of Chongqing as typical case with the integrative means of single case, documentary research and social statistical analysis etc to analyze the issue of research.The paper consists of four parts besides the finishing.The first part focus on putting forward and analyzing the issue of paper. The paper notices that developing high-and-new technology industries and promoting employment’s increase is the most important strategy of China’s economy and society development, but it has not reached consensus, which results in that it is necessary and important to research the relationship between the development of high-and-new technology industries and the change of employment. Based on the issue, the author finds the deficiency of in the course of research through collecting related documents.The second part focuses on the theoretical analysis of high-and-new technology industries’ impact on employment. In this part, the author respectively interprets its long-term effect and short-term effect by the means of logic deduction. All in all, although high-and-new technology industries developing would reduce the scale of employment in a short term, taking the long-term interest into account, the development of high technology would be helpful to expand employment scale, improve the occupation distribution of labor force and promote the whole quality in human resources. In this part, the author not only sets up a theory frame but also provides essential presupposition for the following parts.In the third part, the author takes high-and-new technology developing area in Chongqing as a case, and attempts to demonstrate the real relationship between the high-and-new technology industries development and labor employment changes by some factual materials and data. In this paper, the author chooses three indexes—the number of high-and-new technology enterprises, the gross industrial product and the number of another in tertiary industry in order to grab the changes in high technology industries; chooses another three indexes—the number of employees, the skill level of them and the distribution of their industries in order to analysis the changes in labor employment. We find that there is a important quantity increase in high technology industries’ output value and labor employment’s scale; however, there also exists a certain negative effect in a short term and in a small scope.The forth part would be seen as the application of theories. In this part, according to the above theoretical interpretation, the author raises a chain of countermeasures which deals with the relationship between high-and-new technology developing and employment under the situation of China. These measures are not only the continue of the whole research, but also the end-result and the value-incarnation of it, which would helpful to government’s rational policy making.
