The state education education is compulsory cornerstone, is "civilian" rights, civilians, is a country overall quality of key national quality, only every civilians to get a good education, just may be duty human resources power. However, China’s obligation education to develop serious imbalance, the disparity between the huge, it seriously damaged opportunity fair, the social harmony, restrict the rural development, therefore, how to narrowing obligation education gap to have the important meaning.Based on problems with building methods as the bridge connecting gap, obligations policy education policy research. The gap between urban and rural compulsory education from the angles of urban and rural compulsory education respectively for phenomenon description, problems build, problems essence, policy analysis, finally defects policy recommendations. The article is divided into five parts.The first part, ask question, elaborated the purpose and significance of the research.The second part, describes urban and rural compulsory education gap, and points out that the consequences of obligations and adverse impact.The third part, constructing urban and rural compulsory education gap, connect obligations education gap with policy analysis . Fourth part, education policy evolution compulsory in our country and policy analysis.In this part includes three aspects, firstly, pointed out that our country compulsory education since after the founding of the three phase; Secondly, do education policy analysis compulsory in our country; Again, analysis policy implementation problems. Education policy formulation in obligations, the author first analysis is the policy subjects, policy subject the core part is the party organization representative, and then based on this research, the compulsory education is studied respectively problem definition, agenda, decision-making process, finally summarized education policy making compulsory in our country the three characteristics. Education policy in the analysis of duty in education policy, this paper analyzes the influence of compulsory execution of policy tools selection factors and use.Finally, in order to balance urban and rural compulsory education development, the author puts forward that we should insist on urban and rural compulsory education equal access to the public and the value orientation, in specific policy recommendations, encourages citizens to participate in education policies, reform our country duty obligation education investment system, improve compulsory education policy supervision mechanism and improve the education policy executive obligation theory training and quality.The innovation of this paper lies in:First, use the problem of constructing model dunn education gap between rural and urban construction duty; Second, the paper believes that the problem of "chaos ", need to define, such ability avoid solve the wrong questions. But power tends to affect and interference in our country, the definition of the decision system performance is very outstanding. So, in this paper the author in time axis, selection of several variables for defining the education problem compulsory in our country, it is an innovation analysis; Third, in policy implementation, analyzes the obligation education part of policy tools, and pointed out the application situation in the selection and application of the existing problems.
