Abstract


Taxation collecting and managing system for local taxation is, under the general framework of information construction, a key branch business system of taxation. It is also a fundamental business-dealing platform for doing taxation collection and management as well as taxation service of the taxation department. According to the management of tax source and tax collecting business, CS&S"great centralization" system can be divided into registration model, check and ratify model, tax declare model, tax collection model, liquidation model and account and statistics model. The registration model is the first step and fundamental part of the whole system, and the foundation and certificate for the legal relationship between tax bearers and tax collectors, and is also the tax bearers’ obligation. Through the registration model, we can establish taxation registration information database with full content and scientific goal system as well as exact data input, for the purpose of monitoring tax source, reinforcing tax collecting and managing, and offering basic information for the policy from the department and leaders it concerns.This article analyses the significance of the Taxation collecting and managing system as well as the former business management system’s problems of being not able to meet the current need. On the premise of new taxation registration management regulations which were put forward by the chief tax bureau of our country, and through analyzing the new business requirements in detail, we recomposed the business and applied new technology and method designing, based on the framework of J2EE、UML(Unified Modeling Language)、PowerDesiner modeling tool and other related technology, to establish the registration block. According to the new business requirements and the function of the system constructed five blocks as follows, the registration model, the registration for the tax payers that without registration certificate model, collecting or paying via commission-agent model, the block concerns declare and being checked of certain taxable items such as construction project and the registration model for natural persons.At present, the new registration model is successfully being used by the local taxation bureaus of Jilin province, reaching the goal of meeting the requirement of the chief taxation bureau of our country, and receives the tax staff’s praise for making the business clearer and the operating easier. And I believe that with the development of our company the new registration model would be adopted by other province’s taxation collecting and managing system. In the process of compose the thesis I leant a lot of new knowledge, new technology and achieved some investigative achievements as well, and I think all this will be profitable for me in my future study as well as work life.
