Abstract


With the scale of China’s urban housing construction expand, as well as the rapid development of the real estate market, residential housing conditions have greatly improved. However, at present the progress of housing reform and urban housing construction was also uneven, the housing security system which adapts to the reform of housing market is yet to be improved, there is still a large part of needs of people basic housing has not yet been resolved, In particular, our country more than 1 billion low-income groups take in the family accommodation. Most of them gathered in the city’s edge or the "Villages", the poor condition of a bad environment, health conditions, such as poor health care and education, public safety, housing has become an issue affecting social stability and harmony of the social problems. Protect low-income group, the basic right of residence is undoubtedly reflect the social equity, it is an important measure to promote social harmony.At present the housing security system of low-income urban groups still have many problems and the implementation is also biased, but from the improvement of China’s housing security system, It is still greatly improved the housing conditions of residents, especially in the respect of low-income groups, fully demonstrate the Government’s efforts and determination and safeguard the social fare and justice.This article firstly sets out from the denotation of housing and housing security system, and made a definition of low-income groups. Using the theory of equity and efficiency, government intervention and housing filter theory to analyze the housing security system. Secondly, studies the current system of China’s housing security of low-income groups, and makes researches on Britain’s multi-level housing security system, U.S. low-income housing security system, Singapore’s "Flat" and "housing fund" system, Hong Kong "public housing" system and so on.On this basis, combines the overseas experience and our country’s actual situation, identifies the government’s dominant position in housing security system, Finally proposes the countermeasures and suggestion of perfecting China’s housing security system of low-income urban groups, it has a certain reference value and practical meaning to perfect China’s housing security system.
