Abstract


China is a big country, but also the country with the largest elderly population in the world. In 2000, the fifth census results show that the elderly population over the age of 60, in rural areas accounted for 65.83% of the population over the age of 65 in rural areas accounted for 67.38%. Visible in rural areas in the next 30 years the most serious part of aging and should therefore be concerned about the problem of old-age security in rural aging. In recent years, with the acceleration of the process of industrialization and urbanization, family protection and land security function greatly weakened, can no longer meet the growing demand for old-age security of rural residents, such as the establishment and development of rural social endowment insurance system to create the space . However, due to the demand the main diversification and demand diversified reality, the rural social endowment insurance in the face of the new situation highlights the serious shortage of institutional innovation and reserves. Therefore, from a demand perspective of rural social endowment insurance helps us to microscopic point of view the practical needs of the farmers and the current macro system design compared to find a breakthrough to resolve the contradiction. Combing through the literature and research, we found that few articles studied from the point of view of the specific needs of rural social endowment insurance problem, most of the articles are from the overall general problems and countermeasures of rural old-age insurance, are not targeted to and guiding significance. Proceed from the reality of the demand perspective to see the Government to supply help to improve the system design to ensure the relevance and effectiveness of the social security system. Appropriate policy options must rely on accurate judgment of reality. In this study, nine administrative villages to the counties of Shandong Province as an example, the main factors affecting the demand to explore the rural social endowment insurance issues. Through questionnaires, individual characteristics, psychological preferences, income levels, institutional factors significant impact on the willingness and ability to pay of farmers insured individual or family income level of rural residents insured will most obvious. The further assumption willingness farmers on government financial subsidies demand significantly. Visible contradictions of the current demand and supply of rural social endowment insurance, the supply can not meet demand. Outstanding performance (1) low level of protection; (2) system effectiveness; (3) policy instability; (4) Government financial support is too small; (5) Fund operations and management is not standardized. Actual needs of farmers and the current actual \phases to address the different needs of the main support the diverse needs; (3) external supporting measures. Try this kind of thinking to ease the imbalance between supply and demand, to achieve the social Pareto optimal.
