Abstract


The assessment of the forest resource assets is an important part of the asset management of forest resources , forest resources assets assessment management is an important means to ensure the normal operation of the forest resource assets assessment . With vigorous to carry out the transfer of assets around the forest resources , people gradually found some shortcomings , such as the transfer of assets of forest resources is not standardized , determine the price too much randomness need a sound evaluation system of forest resources assets to give support . However, the current asset evaluation management of forest resources in China there are many problems , the Research and Application of the method of management of forest resources asset evaluation is imminent . The purpose of the management of the forest resources, assets evaluation should be two : First, asset appraisal industry norms for forest resources , forest resources asset appraisal industry growth . Asset assessment management of forest resources , including the management of assessment and evaluation agencies , the contractor business assessment , assessment of behavior , assessment of financial regulations , and so on . In this paper, the analysis of the assets in the forest resources assessment of some of the major policies and regulations , pointing out that the current forest resource assets assessment management problem . To solve these problems , this paper proposes the following solutions: the establishment of China 's forest resources, assets evaluation system of industry self-regulation , improve the management of our forest resources assets assessment management system , innovative assessment mechanism and assessment personnel , innovation management assessment , the establishment of industry fees and so on. And pointed out that , in the current case , less stringent requirements , the more stringent requirements of the evaluators is to achieve two main objectives of the management of the above assessment of forest resources assets evaluation agencies . Assessment management measures in order to ensure that the forest resources assets can be sustained and maintain effective forest resource assets assessment management mechanism should be established . Its contents : Forest Resources Asset Evaluation incentives , forest resource assets assessment constraint mechanism , assessment of management of forest resources assets long-term mechanism . A comprehensive assessment of forest resource assets management mechanism should be a flexible , effective and long-term operation management mechanisms , not only for the assessment of institutions and evaluators and evaluation managers should have a long-term incentive and restrictive role .
