Abstract

Development zones are the growth pole of regional economic, which have a very important role for regional development.Aiming at the phenomenon of low agglomeration effect, this paper form the perspective of industrial organization, conducted a questionnaire survey about the biological industry development of Wuhan East Lake High Technology Development Zone (E-L-H-T-D-Z), and analysis its overall situation, agglomeration and organization status. Then combine the data information of questionnaire survey to build regression model, using stepwise regression to get empirical results, which help us to identify the factors of biological industry’s agglomeration effect, build the optimization model of industrial organization to enhance the agglomeration effect of E-L-H-T-D-Z. This research provide theoretical guidance for its sustainable and healthy development and gain competitive advantage; what’s more, provide a theoretical basis and decision-making for the government to formulate policies to improve the development zone and promote regional economic development.This paper has five chapters. The first chapter is an introduction. The second chapter is about definition of the concept, the theory and literature review.The third chapter based on the questionnaire survey, analyzing the biological industry’s development, agglomeration and organization, and then summarize its development problems. Chapter IV constructs the regression model, combined with survey data to analyze the factors how to impact agglomeration effect. The last chapter is conclusions and research prospects.The results show that business contacts between enterprises, such as customers, suppliers, competitors, the number of partners, which have a positive effect on the performance of enterprises. The turnover of the enterprise’s proportion in park has a positive impact on firm performance, and the enterprise’s proportion of new staff form the park has a negative relation to firm performance. More "access" and "out" relation among enterprises in the zone, their performance will be better, but the proportion of the cost that enterprises collaborate to purchase technology has a negative effect to firm performance. The development zone have common platform to deal with the proportion of enterprises’waste and the ratio that enterprise provided its waste to other companies to re-use both have positive impact on firm performance.Therefore, promoting bio-industry’s cluster development in East Lake High-tech Zone,which needs to take measures to bring business links among enterprises in order to reduce transaction costs; establish perfect labor sharing platform to impel knowledge spill; encourage the formation of strategic alliances, technical cooperation, outsourcing organizational model among enterprises to reduce production costs, get economies of scale; establish industrial symbiosis for ecological development, form ecological benefits; providing a platform to promote exchange of information for knowledge overflow. Finally, based on questionnaire investigation and empirical analysis, the paper presents some pattern of organization, which is conducive to biological industry’s cluster development in the East Lake High-tech Zone, such as supply chain networks, strategic alliances, biology CRO alliance, outsourcing and learning organizations.
