Abstract


Land element, a kind of scarce non-renewable natural resources, is a basis on which human society relying for existing and developing and one of the most essential productive factors for various industries of human being. As a special area in which particular policies and administration implements are carried out, Development Zone is established to absorb external industry elements and promote economy development. Development Zone as an appointed area general gets up in suburb or urban-rural fringe area depending on host city. Land resource is the foundation of the establishment and development of Development Zone. The building-up of Development Zones plays very important role to the fast developing of economy, rising of high and new technology industries, absorbing of foreign capital and advanced managerial experience and the training and bringing up of high and new technology enterprises. However, there are many problems revealed out in the process of establishment and development of Development Zones, especially on Development Zone layout and land utilization.The study on problems of High-tech Development Zone spatial layout is taken the land element as angle and carried out under the background of land polices participating in national economy macro-control. Firstly, the methods of documental and inductive are applied to carry out a summary on development status of Development Zone and sum up fundamental theories that the Development Zone develops, and analyze the function compositions of High-tech Development Zone and their layout demands, and then, draw forth the theories and principles and introduce some models of High-tech Development Zone spatial layout; Secondly, starting with the fundamental connotation and valuation of land element, the practical necessities of High-tech Development Zone spatial layout under land elements participating in are analyzed and the current situations and exist problems of High-tech Development Zone spatial layout in out country are analyzed on the angle of land element; Finally, the Wuhan East-lake High-tech Development Zone is taking as an example. Under the application of the theories and methods of urban planning and land administration and from the dimensions of quality and quantity of land element, the current situations and exist problems of East-lake High-tech Development Zone spatial layout is analyzed under the angel of land element. In the end, the train of thought on East-lake High-tech Development Zone spatial layout and the reform suggestions of land administration pattern are brought forward from the angle land element.
