Many international big business, big banks have to go bankrupt , numerous staff laid-off unemployed . More by the crisis implicated fallen , I am afraid that those who survive in the cracks of small and medium - sized enterprises . Their capital , technology, and Survival Network , are far inferior to large enterprises , once the storm struck, to handle stress better , and therefore more is not immune to withstand the serious consequences of the economic fluctuations . SME has many unique advantages, such as : operating costs , flexible , strain , fast turn around , to lighten the burden , management easy . Therefore, SMEs has become one of the most active factor in the market economy . But at the same time, small and medium-sized enterprises there are many inadequacies , such as : poor innovation , limited financial resources, organizations imperfect efforts to control , and so on , restricting the sustainable development , it is these drawbacks of SMEs in the face of increasingly fierce the competitive environment , the more powerless . Hebei Province in terms of economy and technology are not very developed , although there are some of the more typical SME clusters , but most of them are traditional industries , its production capacity , technical level, the quality of personnel , innovation capacity and other aspects as well as the overall development of the relative in developed regions is still very backward , therefore , to identify the root causes of the change the backward situation is imminent event . In this paper, the cluster of small and medium enterprises in Hebei Province as the research object , through the collection of literature, field research , qualitative analysis and quantitative analysis , based on analysis of the current situation of SME cluster development , the establishment of a scientific and reasonable evaluation index system quantitative evaluation , the use of BP neural network on its ability to innovate . On this basis , to identify the main obstacles restricting the development of SME clusters innovation , and put forward suggestions and countermeasures to enhance the innovation capability of SME cluster development , SMEs not only to a more positive response to the brutal competition in the current harsh environment and operational risks, and enhance the capacity of sustainable development and the overall level , so that it can continue to contribute to economic and social development .
