Abstract


Judicial Committee was able to become our country 's unique system of justice , and long-term existence , is a traditional Chinese culture , political system, legal environment , the quality of law enforcement and many other reasons interaction. Historically, the judicial committee system established in improving the quality of law enforcement , to ensure the quality aspect of the case has played an important role. However, judicial reform today, academics and practitioners have their different views, and gradually formed a \I learned from the theory and practice of research at two levels , trying to find the right answer. This paper is divided into four parts. The first part introduces the Judicial Committee of the history , and its generation and long-term analysis of the reasons for the existence . The second part discusses the judicial committee of the composition, functions , operating procedures , the nature and status of implementation . On the Judicial Committee to have a general understanding . The third part from the real Ought two angles the pros and cons of the trial committee system was evaluated . Results should be retained and reformed Judicial Committee conclusions. Part IV discusses how reform and improve the Judicial Committee . Proposed two-step approach , focused on solving the practice of arbitrary adjudication committee discussed the issue , as well as the judicial committee itself violated procedural justice.
