Abstract


The Non-governmental science&technology enterprises as the important breakthrough of our country economic system development had became the important strength to promote our country readjustment of the ecomomic stucture, the transform of ecomomic growth way, the enhance of independent innovation ability. The Non-governmental science&technology enterprises as the new enterprise group that develops fast has the superiority which other enterprise group incomparable. The Non-governmental science&technology enterprises have own characteristic on technological innovation that are different with orther enterprise.The paper analyzes the technological development present situation and the restriction factor on Non-governmental scientific and technological enterprises.This is very essential to create the recent work system’s analysis to the Non-governmental science and technological enterprises’ technology innovation by the correlation theories of the synthesis utilizes various disciplines.The article research content mainly has the following several aspects:(1) The paper introduced the technological innovation concepts in the foundation of studied the domestic and foreign technological innovation theory; analyzed the characteristic and main body on enterprise technological innovation; summarized the enterprise technological innovation dynamic model theory.(2) The paper has limitied Non-government scientific and technological enterprise’s concept; has analyzed the Non-government sicencetific and technological ernterprise’ development present situation; has induced the characteristic, the superiority and the restriction factor on technological innovation of the Non-government scientific and technological enterprises.(3) The paper has analyzed the technological innovation mechanism of the Non-government scientific accoding to its technological innovation characteristic; has studied the technological innovation driving mechanism, the incentive mechanism, the resrraint mechanism and support system from three angle embarking on the enterprise, the department and individual(4) The paper has studied the merit and the insufficiency on evaluation model for technological innovation, analysis the importantance to the enterprise innovation achievements appraise. Established the appropriate technological innovation achievements appraisal indicator system for the Non-governmental science&technology. Analyzed the applicaton in the enterprise technological innovation achevements appraisal process about the date envelope analysis method. Made the simple appraisal and the analysis to the Non-governmental science&technology enterprises according to the model’s result.(5) Proposed several suggestis and opinions that promotes the Non-governmental science&technology enterprises technological innovation.
