Abstract


With the improvement of the market economy system and the political democratization advancement, public policy is increasingly become the main means of government implementing public management. Meanwhile urged public participation in public policy process in order to safeguard their legitimate rights and interests of calls for more and more is also high. This on the one hand reflects the public subject consciousness enhancement and improvement of democratic quality, on the other hand also poses challenges to the government management system. Public participation in public policy process is the public to express individual preference important channel for the realization of self-interest, is also an important symbol of public self-consciousness awakening. Based on the service-oriented government theory framework, this paper analyzed the characteristics of the service-oriented government and service-oriented government policy demands of public participation; Analyzes the current policy of public participation in new developments in our country, the existing problems and causes; And then analyzes the historical development of public participation, put forward three kinds of mode, in the final analysis summed up the suitable for China's current service oriented government theory and practice of "public - policy makers" mode; And points out that the implementation of one of the model that should be paid attention to some problems.
