Abstract


The regional sustainable competitive advantage of contemporary regional economic development. It will be the object of study (region) is placed in a larger category (large regions). As local stakeholders, local governments are always looking for local interests, and the decentralization of eating in separate kitchens financial institutions and investment management authority is undoubtedly the interests of space and conditions for the local government to prepare. Local governments represent three interests level, as both appear in the stage of economic life; represents the interests of the entire country's macro as the macro-management of the intermediate level, as local stakeholders representing local interests, local governments also own interests . Dual capacity of local government in theory, will not change, no matter under what system, the local government is always as the middle level of the macro-management and representatives of local interests opposing central double. Reform is not to change the dual capacity of local governments, but the identity of its stakeholders some specification limit its activities in a certain range. Based on the recognition of the interests of the local government, to follow the principle of economic rationality, comprehensive comparison of the various costs and benefits, to explore the point of integration of economic interests between the central government and local government as well as local government and compromise, as well as the cut of the central government's macro-control point and the point of balance. Since the reform and opening up, investment associated with the market economy, the development by local governments attach great importance to and has accumulated a lot of experience and lessons learned. Development today, investment has become an important factor to affect the local economic development. In this paper, based on the research background, characteristics and related theory to attract foreign investment, seriously summed up the importance of place to attract foreign investment and related issues. Positioning and decision-making of local policies to attract foreign investment, promote local government administration according to law, regulate investment and ensure healthy and rapid co-ordinate the development of great significance to make the investment to have a scientific and rational, to avoid the waste of resources because of vicious competition various economic development consequences. From the impact of investment on regional economic development, and then use game theory to analyze the different regional policy in the investment process, draw conclusions and policy recommendations. This paper is divided into four parts. The first part describes the theoretical analysis of policies to attract investment based on the regional sustainable competitive advantage; second part describes the relationship of the region attract investment and regional sustainable competitive advantage; Part III is fully sustained competitive advantage based on regional policies to attract investment and incomplete game as well as static and dynamic game analysis; fourth part concludes with policy recommendations.
