Abstract


It is common to add the risk assessment theory to the management of dangerous goods, and it is of guiding significance that combining various risk assessment methods with economic management of dangerous goods industry. So in order to improve the management quality of dangerous goods terminal in all aspects, it is necessary to apply the risk assessment theory to the management of dangerous goods handling. Through establishing safety evaluation index system to evaluate the handling security of dangerous goods handling, and then propose improvement measures.There are many factors influence the safety of dangerous goods in terminal. So most of the indicators of the concept are fuzzy in this complex system, and it is difficult to make quantitative analysis. Therefore, the comprehensive evaluation method is used for evaluating the terminal safety in this paper. Introduce the basic theory of safety assessment by Literature Review at first, and then apply the Case Studies to analyze the hazards and the factors that effect the safety of the dangerous goods. Additionally, evaluate the safety factors of dangerous goods on terminal by Analytic Hierarchy Process (AHP)With special emphasis on the process of risk assessment of methodological issues, this paper reflects the combination of qualitative and quantitative, theoretical research and practical application in research methodology.First of all, make an analysis for the management and the risk of dangerous goods on terminal A currently in this paper. What is more, analyze the factors which affect the safety evaluation index system, such as operator, facilities and equipments, safety management system, goods, the terminal’s scale and specialization, environment and so on. Integrate all these factors to establish a safety evaluation index system for dangerous goods on terminal, meanwhile, make an inspection on the practicality and effectiveness. Accordingly, propose preventive measures, control strategy and suggestion and establish the prevention and emergency response plans for dangerous goods.
