Abstract


E-government has become a new management mode through which government provides public service based on information and network technology. Chinese e-government obtained a great development in the last few years, however, no matter reflected by society public or domestic and international inquisitional data, it hasn’t an ideal effect. To promote e-government to a prearranged target, performance evaluation is the most effective method admittedly. Therefore, the performance evaluation of e-government has attracted more and more attention.Currently, many world’s scholars and research institutions all have a long-term and systematic study on e-government performance. There are lots of evaluation measures, evaluation purpose and evaluation tools. China’s study about e-government performance evaluation compared with foreign counterparts’are still in the exploratory stage, assessment methods have still need to be improved. Although different institutions, different scholars have put forward different views, assessment isn’t systemic, assessment perspective is turbid, many still remain in a simple technical assessment level, and did not realize that the core content of e-government construction. The government affairs are the main jobs of e-government and the public is customer of government, so the performance of government lies on public satisfaction, and using public satisfaction to evaluate the service quality of e-government is the mostly compelling.Based on it, this paper use the new public management philosophy as the theoretical point, on the basis of comparative analysis to home and abroad mainstream e-government performance evaluation system, from the perspective of customer satisfaction, to import the business-to-customer satisfaction research into the e-government performance assessment, consequently propose to use public satisfaction as e-government performance assessment measure, and then constructs a set of e-government performance evaluation system with public satisfaction as the core value, especially index system of e-government public satisfaction assessment, this will have a realistic guidance significance for Chinese e-government construction and development.
